Periodical Bill Explanation

  1. Period-Details​

    Number of days for the billing period:  Presents the number of actual days for which the consumer is charged on the bill, i.e., the number of days that passed between the previous reading and the present reading.

  2. Personal-Details
    • Account Holder Number:  I.D. number of the person registered in the Corporation’s books as the account holder.

    • Authorized Number of Persons:  The number of persons living in the water consumer’s residential unit, based on a written declaration that the water consumer sent to Mei Raanana, with an attachment of the consumer’s identification card slip, including the list of persons living in the house.  Declaration forms, specifying the number of persons in the property, are available at the Customer Service Center and on the Mei Raanana website.  The water bill of a consumer who did not send in a declaration regarding the number of persons will be calculated based on only 2 persons.

    • Number of persons eligible for a discount:  Residents included in the lists of the Institute for National Insurance, the Ministry of Defense and the Authority for Holocaust Survivors Rights at the Ministry of Finance, as eligible to a discount on the water bill, will receive an allocation of an additional 7 cu.m. per period to be billed at Tariff A.

  3. Tax Invoice

    Transaction Number: The invoice’s indentifying number in the system.  Identifies the account when payment is made by telephone or on line.

  4. Asset- Details

    • Property Number:  This number coordinates with the property’s number for the city tax (arnona), so that the data in Mei Raanana’s computerized system will be coordinated with the data in the Municipality’s computerized system.

    • Water Identification Number: Internal number in Mei Raanana’s computerized system for identifying the consumer’s private water meter, among the water meter system in the building in which he lives.

    • Type of Use:  Characterizes the types of uses of the water - residential, construction, commercial, work and services, ritual baths, hospitals, industrial and agricultural.

  5. Water Consumption

    • Water Meter Number:  Appears under the glass, indicating the water consumption on the water meter.

    • Previous Reading:  Consumption data measured during the previous billing period.

    • Current Reading:  Consumption data measured during the recent billing period.

    • Type of Reading:  Describes whether the consumption amount to be charged was conducted by an actual water meter reading or by estimate.  An estimate is conducted in cases in which there is no access to the water meter due to a closed gate, a dog tied up next to the meter, bushes that hide the water meter, etc.  In the case of an estimate, the reason for the estimate will be explained on the bill.

  6. Charge - Consumption

    • Private Consumption:  The consumption charged on the private (apartment) water bill that reflects the consumption in the consumption unit (for example an apartment or shop) and is calculated based on the difference between the present and previous readings. Measurement differences will be added to this consumption  (including shared consumption).

    • Measurement Differences (including Shared Consumption): The difference between the quantity of water that passed through the main water meter on the property and the amount of water that was charged on all the apartment meters on the property.  The measurement differences are divided among all the consumers in the property and this relative stake is added to the home consumption as consumption for all intents and purposes.    The measurement differences result, inter alia, from the use of the main pipes for the building’s shared needs, such as washing the stairwells, watering the garden, etc. 

  7. Consumtion - Distribution

    Water Consumption Distribution Graph:  Presents the distribution of the water consumption, private and shared, during the various billing periods.

  8. Charge - Details

    List of charges for the voucher:  List of the tariffs according to which the customer is billed for the water and other charges, in accordance with the Rules of the Water and Sewage Corporations (Tariffs for Water and Sewage Services and Establishing Water or Sewage Systems) - 2009.

  9. Refund- Message

    Payment Slips:  The top slip on the customer’s bill.  After payment, this slip serves as a tax invoice/ receipt.  The bottom slip on the bill is for those who pay at the bank or post office.  This slip is the receipt sent to Mei Raanana.

Water Meter Readings:  In order for the water meter to be read properly, there must be maximal access to the meter on a regular basis.  When the water meter cannot be read, the consumption will be determined based on an estimate, and in accordance with the Rules of the Water and Sewage Corporations Rules (Criteria and instructions in the matter of the level and quality of the services that the company must provide its consumers) - 2011.

Calculating the Water Bill:  Water tariffs are the same across the country and are set by the National Authority for Water and Sewage.  The sum to be paid is the product of the quantity of water consumed during the billing period according to the water tariffs that appear on the bill.

The Water Tariffs:  According to the Rules of the Water and Sewage Corporations (Tariffs for Water and Sewage Services and Establishing Water or Sewage Systems) - 2009, home consumption includes two tariffs: 1) the educed tariff - that relates to the quantity of 7 cubic meters per two months, (average billing period), which is multiplied by the number of persons recognized as living in the residential unit; 2)  the high tariff - relates to the balance of the amount of water consumed in the residential unit during the billing period.  Businesses and institutions are billed at the high tariff for the entire consumption amount during the billing period.  For further information:   www.water.gov.il.

The Minimum Charge:  According to the Rules of the Water and Sewage Corporations (Tariffs for Water and Sewage Services and Establishing Water or Sewage Systems) - 2009, every consumer is required to pay a minimum charge, even if he did not use any water at all and/or his consumption was less than 1.5 cubic meter per month.

Transfer of the property’s water consumption to a different tenant:  When tenants change, a rental or sales contract must be brought to the Customer Service Center, as well as the water meter reading on the day the previous tenant left the property.  If this is not conducted on the day the tenant leaves/ enters, the day of departure will be registered based on the date the relevant information is received at Mei Raanana office.

Frequency:  The water bill is sent to the consumers once in two months.
